　　哈拉齐说，伊朗将设法向欧盟保证，伊朗的核计划是用于和平目的，而非制造核武器。但是这些保证并不意味着停止或长期中止伊朗寻求这些技术的合法活动，因为任何加入《不扩散核武器条约》的国家都有权在国际原子能机构的严格监督之下发展民用核技术。
