mad cow disease prevention

After the first discovery of mad cow in the United States in 2003, some 700 head of cattle were killed as a precaution.(USA)

No one is raging at what was a cover up by the Secretary of Agraculture. Instead, he is asking whey the test was performed.

Since Bush set the price of $10,000 on human life in order to reduce the need for risk mitigation, how does that jive with a "culture of life." Mad cow isn't life. What we have a culture of "cheap life."
